Drug Offender Counseling Program

      In response to the specific characteristics and recidivism risks of drug offenders, focused treatment is provided and local medical institutions are actively engaged to assist in delivering substance abuse rehabilitation services. The goal is to improve the medical quality of drug addiction treatment and to implement community-based follow-up and counseling in order to reduce recidivism rates.

      Counseling is carried out in three phases according to the strategic framework for drug offender counseling: Initial Assessment upon Admission, In-Prison Counseling and Pre-Release Counseling, with an emphasis on recidivism risk evaluation and continuity of follow-up care, to enhance the overall effectiveness of intervention.

  • Initial Assessment Stage

Drug users complete basic personal information forms and the “Drug User Admission Assessment Questionnaire,” “Prison Stress Scale,” “Self-Efficacy Scale,” “University of Rhode Island Change Assessment,” and “Impulsivity Scale” to collect relevant data on drug users.

  • In-Prison Counseling Stage

Lecture courses covering seven major areas, small group counseling and family support programs are provided for drug users. All drug users receive basic treatment (lecture courses designed according to the seven major areas and four-way connection). Advanced treatment is carried out through group and individual counseling to address personalized needs, making the treatment more comprehensive and detailed.

  • Pre-Release Counseling Stage

Before release, drug users complete relevant questionnaires and scales. The collected data is compiled and reviewed jointly with the Taitung Branch of the Taiwan After-Care Association to assess the resources needed upon release. Based on individual case needs, referrals to appropriate external resources are made and follow-up assistance is provided to ensure a smooth reintegration into society.
