Custodial Management

       The custodial management of this facility is conducted in accordance with directives from the Ministry of Justice, guided by the principles of “humanization,” “transparency,” “rationalization,” and “institutionalization.” Staff are expected to adopt the approach of “guidance instead of punishment” and “encouragement instead of penalization,” and to uphold the spirit of “compassion, patience and attentiveness.” Inmates are cared for with leniency in their daily living needs, while discipline is enforced with rigor, aiming to correct poor habits, rebuild character, restore confidence and promote self-discipline and compliance.

  1. Current Inmate Housing Conditions:This facility currently houses male and female inmates, detainees, juvenile detainees and various other inmate categories. Inmates are segregated based on offense type, educational background and age. To prevent first-time offenders from being influenced by negative behavior or subjected to abuse, cells and workshops are allocated in accordance with classification and grading principles, with a focus on individualized treatment and strict evaluation:
    • Male (male unit) and female (female unit) inmates are strictly separated.
    • Detainees under visitation restrictions are housed in the Xiao-Er Ward, clearly separated.
    • Juveniles under protective custody are housed in a designated area within the Juvenile Detention House, clearly separated.
    • General detainees and newly admitted inmates are housed separately in the Xiao-Yi Ward.
  2. Implementation of Prison Governance and Disciplinary Plans:
    • Strengthened management of gang affiliates and violent offenders: To prevent inmates from forming gangs or expanding criminal influence, the facility prioritizes protection of newcomers and vulnerable individuals from bullying or abuse.
    • Elimination of contraband in custodial areas: In accordance with the Ministry-issued “Custodial Area Purification Plan” and “Correctional Facility Business Improvement Plan,” all operational procedures are strictly implemented. These include body and item searches, urine testing and unannounced surprise inspections of cells and staff quarters, organized by the secretary and relevant personnel, to prevent the inflow of prohibited items.
    • Effective monitoring of inmate dynamics: Housing unit staff conduct regular individual counseling sessions. Mail is monitored and visits are supervised to understand inmates’ conditions and interactions with individuals outside the facility, thereby preventing security incidents.
    • Enhanced security infrastructure and application of technology in custodial duties:
      • High-voltage pulsed electric fence system: Installed along the facility’s perimeter walls to effectively prevent inmate escape or unauthorized entry.
      • Metal detection devices: Metal detection gates and handheld detectors are used to inspect persons and items to prevent contraband.
      • Surveillance system: Surveillance cameras are installed in all housing units and workshops to assist staff in monitoring inmate activities and minimizing blind spots in security coverage.
  3. Enhanced Staff Supervision, Evaluation and Training:
    • In accordance with hierarchical responsibility, staff performance evaluations are rigorously enforced. Staff with poor evaluations receive additional guidance and those suspected of corruption or misconduct are referred to the ethics unit for further monitoring and evaluation.
    • Ongoing education and training: Course content includes criminal law, correctional facility operations, counseling and guidance, personnel regulations, ethics and anti-corruption laws, correctional regulations and emergency first aid. Practical training includes techniques in restraint, use of restraints, firearms, batons and riot control formations, aimed at enhancing staff knowledge and skills.
    • Emergency preparedness: A crisis response team is established and conducts regular drills for riot control, escape prevention, earthquake response, fire response and emergency medical care to enhance staff response capabilities. Support agreements are signed with local police departments to ensure custodial security.
  4. Public Convenience Measures:

The facility continues to promote appointment-based visitation, remote visitation and mobile visitation services for both general and attorney visits. Dedicated visitation sessions for juvenile inmates have also been introduced to simplify the application process for families and visitors, saving time and reducing associated costs.application process for families and visitors, saving time and reducing associated costs.
