After-care Protection

Upon completion of sentence, parole, release by amnesty or medical parole, if an individual is deemed in need of protective services, the After-care Protection Association or its branch office located in the person’s place of residence may, at its discretion, provide appropriate protection and counseling. These services aim to assist the individual in achieving self-reliance and successfully reintegrating into society. Ex-inmates may also apply for after-care protection based on their individual needs. The available types of after-care protection fall into the following three categories:
- Direct Protection
This includes accommodation and vocational training. Accommodation refers to temporarily housing homeless individuals in guidance centers established by the After-care Protection Association, where basic necessities such as clothing and food are provided. Vocational training refers to referring individuals in need of protection and lacking job skills to government-run training centers or short-term training programs jointly organized with relevant agencies, to equip them with employable skills for self-sufficiency.
- Indirect Protection
This includes home visits and counseling for employment, education, long-term care and emergency assistance.
- Temporary Protection
This includes assistance with transportation expenses for returning to one's registered domicile, meals and lodging costs, medical expenses, household registration fees, escort services to one's place of origin, home or other destinations, as well as small emergency loans. Applications for after-care protection may be submitted individually based on personal needs or through referral by local after-care counselors. Applications should be directed to the Taiwan After-care Association located in the jurisdiction of each High Prosecutors Office or to the branch offices established under each District Prosecutors Office. Applicants must submit personal identification documents and other necessary materials. The receiving agency will assess the individual case and determine whether or not protection will be granted based on the circumstances and needs.
- Reintegration and Transitional Support
- In line with Phase II of the Executive Yuan’s initiative to strengthen the Social Safety Net, a transitional support mechanism has been established for inmates with mental illness returning to the community. Correctional institutions in the Taitung area take turns hosting one “Mental Illness Reintegration and Transitional Services Coordination Meeting” every six months, in collaboration with the county’s departments of health, social welfare, police, labor, probation and after-care. These meetings are held to improve coordination mechanisms, jointly develop post-release reintegration plans and when necessary, convene “Case-specific Re-integration Liaison Meetings” to ensure protective measures for high-risk cases and reduce recidivism.
