Positioning and Future Development Goals of This Facility
(I) Positioning
This facility is a correctional institution under the Agency of Corrections, Ministry of Justice and conducts vocational training in alignment with the core objective of correctional treatment within the penal system.
(II) Target Customers
Inmates selected in accordance with Article 4 of the “Implementation Guidelines for Vocational Training in Correctional Institutions under the Agency of Corrections, Ministry of Justice.”
(III) Future Direction and Goals
- Vision
- To realize the four core values of correctional institutions: Incarceration, Reflection, Transformation and Re-integration.
- To become a benchmark for vocational training quality among correctional institutions in eastern Taiwan under the Ministry of Justice.

- To fulfill the dual role of punishment and rehabilitation by encouraging inmates to engage in self-reflection, learn practical skills and eliminate negative behaviors, thereby facilitating successful reintegration into society and reducing recidivism.

Foundational References
- The training programs are based on the reference list of practical vocational skills issued by the Agency of Corrections in Document No. 0960901565 (dated April 24, 2007) and the directives released in March 2021.
- Based on both external market research—conducted through newspapers, magazines and online job platforms such as 104 and 1111—and internal assessments of inmate needs, results indicate that the manufacturing and repair industry and the construction and civil engineering industry are not only in high demand in the labor market but are also fields that inmates are eager to enter.
- Following the above internal and external analysis, this facility has launched vocational training programs in indoor wiring and auto body panel beating under the manufacturing and repair industry and masonry surface finishing under the construction and civil engineering industry. All participating trainees are registered for Category C Technician Certification examinations and employment counseling is provided prior to release.
*Certification-Oriented Vocational Training Programs:
This facility is equipped with a highly qualified teaching staff and complies with national standards for training equipment and workshop space. Training programs in Indoor Wiring, Masonry Finishing and Auto Body Panel Beating are fully certified and approved as official sites for technical skills assessments by the national licensing system.
